DUTIES AND RESPONSIBILITES
JOB TYPE and DURATION: Full Time 1 year, renewable
POSITION: LOCATION: Monaragala with possible travel to other project areas
Ensure that all project expenses (including bank statements, debit notices), incurred by all Partners, are documented with a proper justification document.
Ensures that such expenses are eligible and accurate (envisaged in the budget and documented by the proper evidence) and properly and correctly classified under the appropriate heading and subheading. Record the expenses in ICEI accounting system.
Submission on the accounting of the quarterly expenses, ensuring the availability of data for the ICEI HQ. Ensure that the allocation of the activities' budget items are correspondents to the relative project's budget items.
Deliver to the Project Manager monthly balance' reports and Ensure the deliver to the contracting authorities as per needs (time, formats, etc.).
Contribute to making quarterly progress reports and action plans to be submitted to NGO Secretariat and Local Authorities.
Petty cash management, supervision and reconciliation.
Supervision of office support staff work.
In charge of internal and external auditing support.
Assisting Project Manager on Annual Financial Planning, fund transfer control and in the preparation of financial reports for donors.
Plan office running costs and local personnel costs for project year, according to donors' requirements, funds transfer timing and funds availability.
Checking on procurement documentation and on the proper use of all procurement.
procedures, bid matrixes, purchase orders and contracts, according to ICEI and donors procurement rules.
Prepare staff contracts and assist Project manager with others.
Checking on the proper use of all administrative procedures and contracts in line with ICEI and donors' procedures.
Responsible for monthly payroll, EPF, ETF & Other Taxes.
Keep clear and updated account of all staff members' salaries and Leaves.
Responsible for providing a briefing to Project Manager on any HR -admin issues.
Implementing and Maintaining Procedures/Guidelines and Administrative system.
Maintain records related to Personnel Files/Grievance, Performance reviews and disciplinary action
QUALIFICATIONS AND REQUIREMENTS
Degree in Business Management or Finance; or at least Intermediate Level of CA/ACCA/CIMA with a minimum 7 years of experience, (work with INGOs is preferable).
Strong English and Sinhala language skills both spoken and written.
The Tamil language is an additional advantage.
High accuracy.
Capacity to manage workload while meeting deadlines.
Ability to work as part of a team and/or individually with minimum supervision and flexibility and ability to adapt to changes.
