DUTIES AND RESPONSIBILITES
Chemonics seeks applications for the position of Deputy Chief of Party for the USAID-funded Coherent, Open, Responsive, and Effective (CORE) Justice program. CORE Justice will promote the rule of law by strengthening core institutions and actors working in the administration of justice and the delivery of justice services. The program will work with key stakeholders and representatives at the national level, including the judiciary, government, legal professionals, and civil society representatives to improve the coherence, openness, responsiveness, and effectiveness of the justice system.
The Deputy Chief of Party will be the senior national staff member of the project, and serve as primary liaison with the project’s key counterparts in the justice sector.
Directly communicate with senior officials at counterparts including the Ministry of Justice, Judicial Services Commission, Attorney General’s Department, Judges Institute, and others as necessary to ensure transparent and effective working relationships and communication.
Work directly with designated officials at the Ministry of Justice, Judicial Services Commission, Judges Institute, and other counterparts, and with the project’s technical team, to facilitate identification of gaps or inefficiencies in performance and design CORE Justice activities.
With the chief of party, work directly with designated officials at program counterparts to implement and monitor approved activities, including providing technical support to counterparts and measuring activity performance.
Serve as immediate manager of technical staff working on national level activities.
Serve as Acting Chief of Party during the Chief of Party’s absence from the project.
Provide guidance to the Program Manager for the implementation of activities at the subnational level.
Provide technical guidance and information to CORE Justice staff.
Contribute to program reporting, including through weekly, quarterly, and technical reports.

QUALIFICATIONS AND REQUIREMENTS
Be an Attorney at law. Master’s degree in Law is required.
Minimum eight years’ experience as an attorney, government official, and/or working on an international-donor funded program. A combination of experience is acceptable.
Ability to work effectively with senior government and judiciary officials, including at the Chief Justice, Minister, and Secretary levels.
In-depth working knowledge of the Sri Lankan justice sector, including MOJ internal processes, court procedures and processes, current and prior justice sector reform efforts, and efforts by the Bar Association of Sri Lanka.
